The person is under no obligation to stick around if not being detained/arrested. That's a simple life principleIt looked like they were asking him/them if they were legal, and one tried to flee. If you don't want to be apprehended, don't flee law enforcement. These are pretty simple life principles, similar to "don't fry bacon naked" and "don't answer, 'It's not the pants that make your butt look big'".

No one in the video appeared to be running. Unless detained you are not obligated to interact with police. They can't claim every interaction is part of some massive investigationAgain, I added to my response. It would seem that simply running from law enforcement gives them the reasonable suspicion to detain you.
