It's generally illegal* for the federal government to punish local governments for not enforcing federal law in this manner. It is not their obligation, and so you can't tie money to that. And it would be especially ****** to withhold federal funds from a state that is a net positive on federal finances. I can maybe see withholding from leaches.

This is a good check/balance on the feds.

*Congress can attach some conditions to some funding, but only within constitutional limits
considering I want the whole system of federal government refunding states money they took from the citizens ended, I am not too worried about it being allowed. I don't care if ending it is tied to the enforcing federal laws.

and they have worked out issues before, the interstates and speed limits are a great example of carrot and stick.

It's not illegal at all....the fed government often has threatened or have withheld funds for not enforcing federal laws...from minimum drinking ages to CMS funding of hospitals, to school funding.
