This one is very strange. I agree, in hindsight, it wouldn't have been a bad idea to cuff him earlier. On the other hand, he wasn't showing any signs of resistance or hostility at any point, so I can also see why they opted to not cuff him.He was arrested because you can't cite someone who commits the offense of criminal impersonation when you know they are lying about their true identity, as they obviously won't show to go to court. He looked to be clearly exhibiting some kind of mental/drug issue, as well as was the reason 911 was called on him in the first place. But hard to tell from the video about the grabbing the officer's firearm. If he did it would explain how the other officer panicked and went straight to baton.
If he grabbed the officer's weapon, the only thing i could see being improved here is a bit of officer training in how they were walking him to the cruiser to begin with. IMO due to his behavior, he should've been cuffed and searched while being detained rather than letting him rummage through his own pockets like that. Too many red flags (and no race is not one of them)
I don't know wtf to make of that movement before they started beating him. Def can't say that he didn't reach for the gun, but he looked pretty well restrained. Couple that with the fact that the charges were dropped, and you have yourself a big bowl of wtf.
