Serve and protect...

Did you not catch the out he gave them?
"You can't ask the police to move the barricades, but you accept the consequences if you move the barricades."
Basically meaning "we can't do it for you, but you probably can while we're not looking."
Subtlety escapes many people looking to be offended and outraged.

Look, the time it took him to try to pass out subtle hints could have been better used to just let the people get the damn cars. Why play these games with clues and semantics? I listened to this again, and the guy asked, "What, moving the barricade?" And the cop replied, "Correct, you can't do that." So that goes against what you just stated the cop was trying to hint at. And the civilian again asked on several occasions if they could move it, not the cops.
Again I ask, what was the purpose of even putting up the barricade in the first place? Next, why go through all of this? Just let these people leave (whether they take it down or the cops themselves take it down). The fact that the officer was present there indicates that they were there to protect the barricade. Its not about being offended. Its about common sense. The cop could have easily taken down the barricade he put up... that is weak sauce and you know it.Those looking to be offended will be offended. The cop put the disclaimer on "you accept the consequences for moving the barrier when we're not here, but you can't ask us to do it for you." (paraphrased) And also mentioned he can't ask the cops if he can move the barricade. The cop kept saying "we're going to be moving out soon..." meaning "when we leave, I don't care." Funny how the video cuts out without hearing the final parts of the conversation nor the alleged "he said he would arrest me if I moved the car."
Fairly subtle since the LEO can't make that overt suggestion. But you're going to be offended because you want to be offended...
Grow up, Ras. The cop did as much as he could and gave them an out. If you're too stupid to see and hear what he was saying, nobody can help you.
And the YouTube comments on that video are absolutely hilarious. Just shows how many stupid people there are out there to include the two interacting with the cop.

This doesn't look good for the cop and police in general, you are aware of this, right? Why offer even token resistance in a situation like that? Just tell the folks to move it out the way and put it back before they leave or hell, don't even put the barricade up in the first place if it is just there for show.
Were they following an order to put this barricade up?
Good lord you're ignorant. There's no use explaining anything to you.
Are you adding yourself to the list of ignorant fools that lack the cognitive ability to listen, comprehend and STFU long enough to let the cops leave before removing the completely flimsy traffic cones and driving out? As the LEO implied...
The cops already have an image problem. He would be in far less trouble by taking down the barricade he put up for a few moments to let these people leave as opposed to bringing more negative PR to the occupation as a whole by appearing to be illusive and enigmatic at best (according to you and Grand) or obstructive at worse (according to most other people).
Stop the games and just let the people through. No time is a good time for the semantic acrobatic with cops (if you don't follow a direct order, you could end up dead after all). But you don't need to have people in a panicked state out here on the streets trying to evacuate and you are out here speaking in riddles.
Still poor police work in either instance.
If your assumption is that the cop was being illusive in his answers about the barricade, then that is still on the cop and he deserves the ridicule he is getting. People in the middle of an evacuation are probably not of clear mind to be wanting to perform semantic judo with an armed law enforcement officer.
And if it was required for some reason to put the barricade up (not sure why, but let's say it is) can those two cops go back and tell their supervisor in good faith "yep, we blocked it off and it was up when we left."?
