Nice little racket these cops have set up for themselves.

Salt Lake city officials eventually offered Kendall a $10,000 settlement, after public outrage began to mount about the canine killing.

Kendall rejected the offer, saying: “It would be like, ‘For $10,000 you can break into my backyard and kill my dog.’ That’s not right.”

He said he wants to sue the officer who actually pulled the trigger, not just receive hush money from the city. But now his attorneys have been informed that if he wants to sue the police officer, he will need a lot more than $10,000.

That’s because Utah law requires anyone who wishes to sue a police officer to pay their court expenses up front. The citizen is only reimbursed for those court costs if they win the case. This makes it virtually impossible to sue a police officer in the State of Utah, no matter what they have done.

Sorry didn't read all of it..... Looked at the law and I agree with it but it should apply to all civil situations and not just officers

That would be a horrible idea. Would effectively allow anyone to take advantage of the poor. It's bad enough that cops can rely upon this now.

Maybe make some provision for pay but you can already screw someone that is poor with a frivolous law suit.... you have to pay for thei lawyer and court costs unless you win
 
Cops seem to have no fear of the consequences of their actions anymore. They have a shoot first, ask questions later mentality knowing they will get most mis-deeds covered up or swept under the rug. They seem to be crossing a thin line between being criminals and enforcing the law.

There are already fee shifting statutes in most states, but it shouldn't be a barrier to court access.

Police Civil Asset Forfeitures Exceed All Burglaries in 2014

Between 1989 and 2010, U.S. attorneys seized an estimated $12.6 billion in asset forfeiture cases. The growth rate during that time averaged +19.4% annually. In 2010 alone, the value of assets seized grew by +52.8% from 2009 and was six times greater than the total for 1989. Then by 2014, that number had ballooned to roughly $4.5 billion for the year, making this 35% of the entire number of assets collected from 1989 to 2010 in a single year. According to the FBI, the total amount of goods stolen by criminals in 2014 burglary offenses suffered an estimated $3.9 billion in property losses. This means that the police are now taking more assets than the criminals.

I hope they can get back some of those surveillance laws that were recently blocked. Need more tools to stop these terrorist attacks. I also hope more grants open up for armored vehicles for LEO's.
