Your test is not as cut and dried as you make it out to be. It is inconceivable to me that if I use a certain term, it is offensive to a large group of people; however, if they use the term to refer to themselves or others within the group, it is perfectly acceptable.
I would not accept the term if I were a member of the group even if used by a member of my group. If a Native American calls me a redskin, it would not be acceptable to me.
I know the example that you are using. I can't answer why some in the group find it acceptable because I would not.
Btw, I feel the need to mention I also have a German heritage and I identify more with European heritage, so I call myself white. But I deff look like a Native American and I feel a strong connection with that heritage.
