Read the article, it clearly states that he does when dealing with coaches who have broken NCAA and conference rules. You can't even get it right when it's clearly documented.
It clearly does not say that. Sankey has no authority over hires. The bylaw only requires that schools consult with SEC office and Sankey before hiring any coach that has participated in or been disciplined in major infractions. Now Sankey surely has a lot of influence that could affect this, but ultimately, we can hire whoever we want.
