No it can't be determined quickly and easily, but you can make an evaluation pretty quickly and easily.Seriously.
How about…..if you threaten to shoot up a school there is some mandatory time in therapy. (Outpatient. No need to incarcerate without due process) It can be determined pretty quickly if the threat is real.

They are window dressing, not intended to actually work. Second, there is no way to track who has stolen guns. This one wasn't but we do see that problem all the time.
We need solid, hard to evade, restrictions and we need to hold people accountable when their guns get stolen due to carelessness on their part.
