The biggest thing is they must issue them. Before they could deny you despite meeting all of their own criteria.

Yep, as stated over 40 states were already "shall issue" if not at least some degree of permitless carry. The cacophony of howling monkeys making this decision into some cataclysmic destruction of any and all firearm regulation is pretty loud.
