What if Ukraine just cut off power and utilities to Crimea? That sure would make it awful hard for the Russians to "conduct business".

It's started.
There's already been one such unit outside a Ukrainian military base somewhere in the east. They've not been letting anyone out or in the last week or two. Of course the Ukrainians could just run them over with tanks, but it's not that simple as you well know. Moscow is just looking for the one little provocation. And most likely it will come at some point and will be completely Moscow's own doing. I'm sure they'll find some obscure fascists and/or ultra-nationalists to blame it on though.
Ukraine announced a few days ago that it was going to pull troops from Crimea, but apparently it has left them at their posts without orders to do anything. Bizarre.
