I'm slowly changing my tune on that. Ideally we'd open up build contracts to domestic non-union shipyards first before having them built overseas.

Ideally we would open up competition to both.

If non-union domestics can build them - great.
If foreign shipyards can build them - great.

We need competent, steady production.
