I would honestly say a good 60-70% of people in prison today are there because of the drug war.
Until we treat drug addiction as the medical condition it truly is, we will continue to be the country with the highest incarceration rate in the world.

If there is no victim, there is no crime.
The statistic in the Wiki link provides Federal incarceration rates, iirc. Those people are not in prison for being addicts, they may be, but those statistics are for dealers. The threshhold for crack cocaine to be prosecuted back in the 90's was 50 grams. That was just to be eligible for prosecution federally, most cases are much much larger. For example, I have worked in Districts where 80 kilos of cocaine was not prosecuted federally and I've worked in Districts where 50 grams of crack was a huge case.
