No it doesn’t.And Luke 16 clarifies that there are two compartments of that place, one for the lost and one for the saved. Why is that so hard for you to see? Look at the context of the people that are going there in the old testament.

The proverb says the the whoremongers were in hell. The new testament is clear about whoremongers and fornicators. How can you say they are in paradise?
