TN can say whatever they want, but I believe under contract law, once they make an offer to an individual who they already know to be under active contract with another party, they expose themselves to the liability as if it were theirs directly (e.g., if it comes to a civil suit, TN would be a named defendant). Again, pretty sure that once they offer under these circumstances, they have bought themselves the liability as well - IOW, if Shoop defaults on buyout (and I highly doubt he has that kind of money sitting around to just being paying to PSU), TN is responsible and liable to make the payment to PSU.

What many do not realize:
Pennsylvania has a rather high state income tax. Tennessee, along with Florida and Texas, are the only three states that do not have them. If you are making a five figure salary, that is not such a big deal. 6 or 7 figures? It cuts deeper.
And for perhaps obvious reasons, Shoop's family remained in Tennessee while Bob followed James Franklin (too many folks typing C plus initials) to Penn State.

If he wants to make a lateral move that's on him. I appreciate what he did the last two years but don't wish him well in his coaching future. F him. We'll be fine moving forward and won't have to deal with him saying he is staying as long as we will have him and then going back on his word days later.
