The only information I need, is that you linked to an opinion piece by John Solomon, who is a Trump flunky whose reporting on the Ukraine has been proven to be false, repeatedly. Substantial reporting from outlets including ProPublica and the Daily Beast show that Solomon spread disinformation about Democratic presidential candidate Joe Biden and the former US Ambassador to the Ukraine, Marie Yovanovitch. In his work, Solomon effectively laundered dirt provided to him by Donald Trump's attorney, Rudy Giuliani. The foremost allegation made by Solomon was published by the Hill in March, when Solomon interviewed the former prosecutor Yuri Lutsenko. In the interview, he accused then-US Ambassador to Ukraine, Marie Yovanovitch of giving him a do-not-prosecute list to stop corruption. The accusation was proven to be false, and it was ultimately recanted by Lutsenko himself.
The long and short of it: If you are going to post a dissertation, you should choose a better source. John Solomon and the word "facts" do not belong in the same headline. Solomon is a Trump minion and a proven liar who peddles disinformation given to him by Rudy Giuliani, which Giuliani in turn, cites on cable news. It's one big circle jerk. It is impossible to read the name "John Solomon" and take anything else seriously. The guy has an agenda.

So what you are saying is Solomon was truthful/accurate when he said Lutsenko did say that there was a list and that Lutsenko then later changed his story. Your problem would appear to be with Lutsenko and not Solomon.Lutsenko has recanted. He now says that Marie Yovanovitch did not give him a "do not prosecute" list.
Separately, Lutsenko is also under investigation now for his own corruption. Per USA Today: Authorities in the Ukraine opened an investigation into Lutsenko in October for providing cover to illegal gambling businesses in Ukraine.
