The 98 championship team had plenty of thugs. Fulmer was able to minimize the thuggery enough to win a national championship. Win at all cost, and worry about the off field stuff when and if it happens.

Well its been pointed out that we have had three transgressions at least that we know about in 2 yrs of martin.... We are going to be recruiting guys from lower socio-economical background so they are going to have a higher chance of getting in trouble. They have to follow the rules and once they break them they are no longer part of the team just like all the guys with Pearl and the guys under Martin. We are not recruiting for a church choir group. If we followed your strict rules of who we should recruit then we never would have had Bernard King as a former Vol!
To be honest most of the thuggery didn't come out until they played in the NFL.
Jamal Lewis, Travis Henry , Leonard little, Dwayne Goodrich, Cedric Wilson come to mind . I'm sure I'm leaving out some. As far as I know they didn't do anything while playing for UT. Their true colors didn't come out to later
They were talented and won a championship, so I can overlook their issues. Except for Goodrich and especially Little. Their carelessness resulted in innocent people dying.
You can teach these kids. That's a stereotypical view. Just because the kid comes from that lifestyle doesn't mean his life is going to turn out that way with proper guidance from his coach and other mentors. That's the point. You're giving up on these kids being good people just because of their backgrounds.

Did you miss the part where you can recruit character, not just talent, so you can avoid this type of thing to begin with? No, you and 30 want to take the risk just because you may win a few more games.
