A typical hot tub will run between 6'6 and up, spanning minimum of 5 deck joists. Due to the flat bottom design, the joists will actually be supporting the weight.
However, I prefer thickness on decking planks under almost any circumstance, especially if it will not be under roof, as the sun and rain will take their toll. Thinner planks are more prone to warping.
If you can afford composite, it eventually pays for itself on open air decks through less maintenance (resealing/rot).
And Newt, as far as your joists, if it will be upper level or have stairs/steps connected, then 10" is the recommended.
Yeah I'm thinking the deck would be ground level and it sounds like it makes more sense to put the hot tub on top. I'm thinking something like this but without that recessed cut out in front of the door:
