this is one of the issues with the term "climate change" its vague enough to be meaningless, but also covers enough where they can say whatever they want.
its breaks down to a pretty rudimentary understanding of statistics. The "average" is built on some collection of multiple years of data. there was probably never a year that actually matched the "average". so every year is going to be either hotter/colder/drier/wetter/whatever than average. even in a system without humans at all.
they will literally always be able to claim "climate change" because they aren't comparing it to anything real.
