First of all, the NFL isn't a development program for QB's. How long he'll play in the NFL, getting his shot at starter, will all depend on 2 factors : 1 - His draft pick/round (which basically equals to how much money the team is willing to spend) AND 2 - the QB depth/roster chart.
If he gets drafted 5-7th round he'll need even MORE luck. If he gets drafted in 2nd -3rd round, then he'll be a main backup in the NFL or will try to be showcased to other teams. That's how it works. Think of the likes of Garoppolo, Osweiler, Foles, etc.. They were all drafted by 3rd. Dak was drafted in 4th round, but Dallas had him 3rd string and HE JUST GOT EXTEMELY LUCKY to have his chance early on. Dobbs already got his lucky start that way in college. I doubt he'll be lucky twice.
There is little to no margin of error when it comes to QB play.
QB's are becoming like RB's in this league. The turnover ratio is going crazy.
Teams I feel like he should go to --- (some of these QBs I mention may get cut or be off roster, but I'm basing off whatever their team page gave me)
1. STEELERS- Landry isn't gonna be their 2nd stringer much longer, and Big Ben is becoming more injury prone than ever. Not sure if they want to keep Mettenberger either.
2. DETROIT - They are SUPER THIN with QB's. If they don't end up snagging a "proven 2nd stringer" then I think they will draft a QB. Their back-up hasn't played a single game yet? But remember, he was drafted in 6th round just last year. If Dobbs goes here and gets drafted in 3rd round, he will definitely be groomed for back-up duties.
3. COLTS - Luck's luck might be running out, and if there was time to ever consider drafting a solid back up for him it would be now. The Colts only other 2 were basically fee agents. If the Colts draft any QB in a draft, whoever it is, will be a sure thing to be groomed as their next in line.
4. ARIZONA - Drew Stanton is primarily the back-up for Carson Palmer. NOT the back-up for the team. I can see them drafting a QB in 3rd/4th round. Stantons contract expires in 2018 too.

Any other team he goes to I think he gets screwed up in the mix/rotation and doesn't last long in NFL.
