What I mean is that the president isn’t the only one shaping decisions. Big policies especially things like war are influenced by a whole network of people and institutions. Congress, the defense and intelligence agencies, lobbyists, large industries, think tanks, and political donors. Corporations and interest groups absolutely try to influence policy through lobbying and campaign funding, but so do unions, advocacy groups, and others. So it’s less about one hidden group pulling strings and more about a system where a lot of powerful interests are competing to influence decisions.
