"Signing" would be doing it at the moment and "commit" would be future.
"Signed" could be used even if he had transferred. Signee means he is currently signed with and still is. It's correct.

Signee is a noun. In this case, "Tennessee" is an adjective. "Signed" is not a noun. It would not work in this format. Also, here is the definition of signee:

Well dang dude, while I can't believe any of that at this time, considering BM is 2nd or 3rd on the depth chart, but if that happens, I guess we have a future Heisman, so I wouldn't complain either.

I thought Andrew Butcher would be an instant impact player as a situational pass rusher.

I thought Jakob Johnson would blossom into a versatile front 7 defender

I thought Butch deserved his extension/raise after the Taxslayer Bowl.
