If a gun that is on record as belonging to person A is used in the commission of a crime, then person A is liable (within reason and dependent of the circumstances.)
People would be encouraged to follow the law in order to protect themselves.
So there basically is no realistic enforcement (duh), and you want to punish person A for the actions of a person B, assuming person B went onto commit a crime with a gun that person A sold them.

I wonder if guy L sold a car to guy A and guy a went to a bar and got drunk. Guy A leaves bar in the car that guy L sold him and wrecks and kills guy B and his family. I guess in Luther's world guy L is liable for the dui crash of guy A.
