We aren't discussing the difference between "could" and "can't", we are discussing the difference between "could" and "won't."
But that's the chance. If you're wanting to argue that it's not some kind of mathematical impossibility, then whatever. Here in Nashville, it's a bright sunny day without a cloud in the sky. But I suppose that there is some infinitesimally small possibility that I could step out the front door of my building and get struck by lightning. But given that it won't happen, I'm not concerned with trying to figure out how it could.
Feel free to exhaust all possible scenarios in your head. I'll stick to reality.
At this point I'm not even sure how many teams would have to decline a bowl bid for it to land in our lap. Sounds like it would set a record.
