It applies to both. In this instance it applies to Russia.
Russia started a fight, a fight they didn't count on Ukraine being able to sustain. Russia's terms are we keep what we've taken. Ukraine says the fight ends when you go home. You don't get to invade a neighbor then claim they are the one escalating the conflict. That's utter nonsense.
Civilians get targeted in war. Let's not pretend Russia isn't purposefully targeting civilians, it's a must to claim the slightest shred of intellectual honesty.

Maybe @volgr is talking about parents talking their kids into or out of enlisting. When I son talked to me about it 4 years ago I supported it. Today, I would try to convince him not to. Questionable leadership worries me. Plus I'm not convinced the citizens of this country today are worth him sacrificing his life as his dad. This percentage grows each year.
Oh that could get interesting. Who is the aggressor or is it just a long hatred? Who does Russia back or is there a treaty?

They fought a war in the 1990s that Armenia won and left Baku bitter. Now thanks to natural gas/oil money and massive military spending they overhauled their military and now the military balance favors Azerbaijan now. The last war in 2020 resulted in big gains Azerbaijan. Now they're wanting more and are quite willing to use military force to achieve those results. Armenia is a member of the CSTO organization which is modern answer to the old Warsaw Pact and has a mutual defense pact similar to NATO. Armenia invoked the CSTO's mutual defense pact in renewed fighting back in 2022 but Russia and the rest of the CSTO refused to enter the fighting. There is a Russian peacekeeping force in the area but nothing significant. After Russia's refusal to support Armenia the Armenian government is reconsidering its place in the CSTO.

Are you really going to say with a straight face that Russia doesn't target civilians? From Berlin, to Grozny, to Aleppo, to Bakhmut the Russian way of war is to level cities and terrorize the civilian populations into submission.

I definitely think Putin was expecting the west to simply shake our fists and watch him devour Ukraine.I disagree - the first month of this war pretty clearly demonstrated the limitations of Russia's expansion wet dream. Taking Ukraine and holding it are two different things. Add to that invading other countries and expecting to take and hold them was just never going to happen no matter how much Putin wished for it.
It's eerily similar to the fear of the Republican Guard and Iraq's military strength which turned out to be greatly over estimated. Likewise it's eerily similar to the difference between us toppling Hussein and controlling the country.
Useful rhetoric to fuel support for the war effort but not really an objective assessment of possibilities.
Oh well, we're in the middle of it now and will be for years I'd guess.
