That would actually be a better way to do it than simply basing it on what they were ranked at the time.
Just by nature of the losing team dropping in rankings or out of the rankings completely because they lost penalizes the winning team immediately. Makes no sense. Counting ranked wins at the end of the year is a good metric. But the only acceptable way is at time of play.
 
I've thought about both ways because I've had to look on different websites to find each method.

Simply, there's no perfect way. Teams change, get worse, better, lose players, gain players.

But it does seem silly to punish a team for knocking a team out of the top 25. That said, it could also be silly to base wins/losses in week 1 when it's just preseason rankings.

Afaik the committee considers a both of bit, but they also don't use an arbitrary cutoff such as the top 25. I mean, clearly top 26-40 wins should mean more than ~top 100 wins and such. It's all on a spectrum, which things like SoS should encapsulate. I wonder if they also use a model such as "quadrants" in March Madness.
End of the year is all that matters anyway, so if the committee gives someone credit for beating a preseason top ten team that barely made a bowl game, shame on them. And vice versa. If the team you beat finishes top 25, you beat a top 25 team. Simple as that. 7 games into the season rankings are completely mraningless for anything other than entertainment.
