Ambassador Zhang Hanhui urged Chinese businessmen in Moscow to make good use of the current Russia–Ukraine war as he met with representatives earlier this week. According to a March 21 social media post by the Russian Confucius Culture Promotion Association, the ambassador told business heads to waste no time and “fill the void” in the Russian economy.
Seems to me YouTube followed their guidelines by blocking them. They were banned because they provided video of the Russian foreign minister saying "We did not attack Ukraine either. We explained on numerous occasions that there was a situation that posed a direct threat to the security of the Russian Federation."They made the mistake of giving out unbiased reporting. That is why they were banned/blocked in the first place.

YouTube's guidelines: "Our community guidelines prohibit content denying, minimizing, or trivialising well-documented violent events, including the Russian invasion of Ukraine, adding,"Under this policy, we have removed content, for example, denying that Russia invaded Ukraine or alleging that Ukrainian victims are crisis actors."
I think it is 100% justifiable for a company to refuse to provide a platform for known propaganda if they wish.
