They were Soviet nukes stored there. That would have just been the launch point, but the order would still come from Moscow.
The major development center for Soviet nukes was in Kyiv. They didn’t have launch codes but they would have had plenty of time to install their own delivery method from 1994 until now. So no if they hadn’t given up their nukes this never happens.

And yes we can deal with them and China at the same time. Containing them does not necessarily mean war. We have allies too.
I don’t think we can. Most of our European “allies” aren’t very militarized aside from maybe the French but it’d be foolish to expect much from them. Poland, Israel and South Korea all have reason to side with us but they lack the industrial might to be of consequence. Who do we have in our corner that comes close to the military capability of the Dog eaters or Russians? India has the population but I doubt they have the industrial capacity. We’re in trouble if the things carry on in this direction
 
I think I saw that same link posted on here before too. But there was a nuke research center I think in Kharkov going back to the 1920’s? I’m sure there were other centers or “Oblast” I think they called them but the Ukrainians actually provided some fairly smart MFers feeding the old Soviet war machine.

Edit: not oblast they were atomgrads I looked it up. Kinda like Oak Ridge I think?

My point was sometimes Presidents can surprise everyone. Obama going into Pakistan for UBL was one of the few things he did I had high respect for. While I highly doubt Biden will do anything of significance, all it takes is the right voice getting in his ear and convincing him to make it happen. But I doubt we see that.
