Regular citizens have that same ability to self-defense as well, the only difference is officers are required to apprehend as part of their duties, citizens do not have to as they can't violate someone's 4th Amendment rights (detain, seizing a body, etc)

This law just saved me ticket and court fines. I was pulled over for an expired safety sticker because I was traveling. I had an appt for the inspection when I returned home. The wait for inspection was like 5 to 6 days in Norfolk. He gave me the ticket anyway.
I received a document from the court clerk saying ticket dropped and you owe nothing. Now I know why. It was an illegal stop.
