I don’t think Woods was a pole watcher. He was suing as a voter. His lawsuit sought to dictate the manner of the last 3 Georgia elections (after the fact). One person can’t do that:

My guess is that the election is presumed valid so long as it was carried out within the boundaries set by state law. Those laws are passed by the legislature which is empowered to represent the people. Those laws, like federal law often does, delegates responsibility to the Executive branch.OK; I understand how the system works - can't say I always agree with the concept of standing, but I get the reason. Option 1 is that you show that somebody violated the election law.
Option 2: show fraud on a scale that would change the result.
After you clear one of those hurdles, you get into remedies. Allowing one guy to come in and invalidate the WHOLE election because he doesn’t agree with the SOS’s decision that was made in March was never going to happen. He was able to vote. He suffered no harm. However, overturning the results of a specific county or the whole state would effectively disenfranchise all voters in the affected areas. They would be harmed.
A lawyer as experienced as Lin Woods knew or should have known that he wasn’t going to get the relief that he sought before he filed.
He was upselling his client/audience.
