Not sure about Detroit, but the TN State Constitution allows for the State Comptroller to takeover under certain circumstances involving balanced budgets.

This was 2019 and things were humming. Cant imagine what the budget process will look like now. If any of these cities think they can implement any new initiatives or give away a Big Mac right now they are delusional.

I think there is a lot of political opportunism and appeasement going on right now. These cuts would probably happen anyways as city budgets have been decimated by COVID shutdowns.

Yeah the lessening in funding is happening because they were actually going to RAISE the police budget in most cities and slash the hell out of everything else. That's why all the defund the police stuff is happening. It's basically because of COVID.
