Well... If you turn off location services and it doesn't actually disable GPS... That's between you and your phones manufacturer. And you can always opt out by not having a phone with a GPS.
We've basically traded privacy rights for the convenience of things like Google Maps already. I'm fine with it. Obviously I'm not okay with the government using that data to crack down or prosecute people, but we can cross that bridge when we get there. Too late to go back now.
Most phones and OS are third party tested to verify disabling GPS, WiFi, etc actually does so.If you think that actually will make you "opt out" I have some beachfront property to sell you in Arkansas.
