Statistically speaking, porn and netflix rule the bandwidth. The government isn't in the business to supply internet, never has been - nor should it be. The private market could do so more efficiently and at a lower cost - if it makes financial sense. You're proposing using everyone's tax dollars to help prop up something that not everyone wants or needs (like a border wall). Satellite broadband (hughes Net)is already available and Elon Musk is already deploying satellites to help shore up dead spots across the globe, private enterprise fulfilling private needs.
