I don’t say that rhetorically, I mean it quite literally: not once, not ever. And that fact is particularly disturbing to the British sensibility – for us, to lack humour is almost inhuman.

Some of the stuff he says could be funny, if it was clear that they were a joke. But he delivers them the same way he delivers his "serious" statements so the listener is unsure. And, of course, he doesn't laugh himself.

Like the China if you are listening -- Marco thought that was a joke, but I don't know.. Not a good joke when you are being impeached.

A better example would be his comments about serving more than two terms. I assume it's a joke, but he says it with the same seriousness with which he compares himself to Lincoln.
