Let my daughter start with a July birthday because she had went through 2 years of preschool with me, could read, wanted to go with her friends and hated sports...even though the teacher strongly discouraged it. She excelled in school but decided she wanted to play sports, and it did hurt her there. We are starting my daughter who just turned 5 in June. She’s too smart to hold back.
After teaching K, I would never let my boy start until 6 if it were close. Girls usually handle it better, but I had one little girl with a July birthday that could not hold her head up after lunch. My boys are in October and November, so they are older. It has helped with maturity. Hell, I just matured last year and I'm 43.
