The only one of those that might do something is cannot become a lobbyist after the term is up. It would make being a Congressperson or Senator less attractive if they couldn't get involved in lobbying after that. But "lobbyist" is a big term. It would be a really common thing for them to take lobbyist-type jobs after their term and claim they aren't involved in lobbying.
The others, especially term limits or low pay, do nothing to solve the real problem. None of them are there for the pay or benefits anyway.
You have to remove the incentives that allow for a corruptible human.
Term limit sure do. You go do your civic duty, and then you leave. There is no free life time of this DC life, you will not be able to fight to keep your job, because it's not your job to keep anymore. Add in yearly audits, it will be hard to be self serving, harder than now. Benefits because they do not deserve them, they do matter, a life time of free healthcare, who wouldn't want to have that. Gone. One less self serving incentive.
Low pay because it isn't a profession, it's a matter of passion and truly caring about what you are doing, no different than a high school teacher, they are not making a lot of money and thus their motives should be more sincere and apparent. These elected officials are supposed to be "volunteers", nothing more. When they make less, they aren't as akin to being of the mindset that they are of the King's court, they are nothing special, just doing their part.
The most important is turning in corruption, as you make the whislteblower into an a instant millionaire and you'd be amazed at how quickly things change. Granted, you might see what this whole thread entails, political theater and false accusations that take up time and resources. But, once again, level harsh and immediate punishment for doing such a thing, and you will see change.
I think the lobbyists is the most difficult, but, once there is no incentive for a politician to be dirty, as seen above, once again, you'd be amazed at how quickly lobbying starts to take a drastic downturn.
