Genuine question: does Hubbs ever talk about candidates as being front runners? I honestly can't remember.

He also said he is not the front runner. He said that definitively. So reading into that I think Hubbs is saying that we would have to be turned down to end up with Steele but it also sounds like Hubbs thinks that is definitely possible as well.

I think Hubbs saying that Steele isn't a front runner is pretty clear he isn't at the top of the list and we have a few people to get through first. If he was the leader he would say something like Steele is in a good spot for the job.
Hubbs knows Fulmer would trust him
Hubbs knows he would take the job.
He doesn't know about the rest of the guys. That's why he is a real possibility in Hubbs' eyes.
