There is only contact between this surrogate and the agent of possible targets with the objective of determining mutual interests. Everyone maintains "plausible deniability". No coach wants it said that he was considered and turned down... bad for his next contract negotiation. The program has the opposite concern plus the extended impact on team image and recruiting.
