I read somewhere that the body cams do not run continually but have to be turned on before an encounter. I'm surprised by the dash cam though. Also, I don't think "they" is appropriate. I think the driver in the car was as surprised as anyone.

If I recall correctly, he informed the cop that he had a carry permit and then wouldn't comply with the cops instructions about keeping his hands visible.
