I don't remember the recruit, but it was stated that a guy choosing between us and another school wanted to see if we'd beat their offer. Jones said he doesn't play that game. I believe that. There are dirty programs. We aren't one of them.
Jones is a straight shooter. He fought harder than any coach I'm aware of to get the players the biggest stipend possible. He wants the guys to have spending money. He also wants to do it by the rules.
I'm with the ETSU guy here. These are nothing but rumors at this point. And even if other programs aren't playing by the rules (and I'm sure not all do), that has no bearing on our program.

I used to have a buddy in the service that was convinced every D1 program out there cheated and payed their players, except at his team of course. "Everyone else cheats but <insert your favorite team here>! They are as clean as a whistle!" It's normal to want to defend the school of choice, but a little naive to think when a kid gets to be a 4 or 5 star it doesn't go on. I do think many if not most 3 stars and below do go to a school based off tradition or because they like the program. The "bidding wars" at that level likely don't happen or don't happen that often to the levels of higher rated recruits.
But in reality, it goes on and it's just something that "is." At the information OV brought to the table certainly bears a little closer look than just sour grapes. It begs the question of how or rather why a highly rated recruit could go from being dedicated to one team (UT in this case) to another school practically overnight. Call it my suspicious side, but it does make me ask "what changed in the paradigm?" And we use Occam's Razor in the case of money which certainly fits the theory. And it very well could be we got outbid.
