I think that is a fair assessment except for two screaming omissions. The support of Nouri al-Maliki as PM, even while the entire world knew he was doing everything possible to become the next dictator of Iraq along with not using (hiring) Iraqi people to help rebuilding was fatal.

I really believe that the Iraqi people being put to work rebuilding their country would have reduced the number of insurgents and the idea the U.S. was the enemy and an occupying force.
