While that is definitely an army and eyebrow-raising numbers, I don't think, so imo, that that is an army that can hold contested territory against serious pushes. And that makes their fear raising part of the strategy not just terrorism. If the people they had conquered didn't fear them you would see them losing ground pretty quick, again imo. the 10,000 is enough for offensive actions but not much else.

This says there could be as many as 30,000 - 50,000. Don't know what the breakdown is between Syria and Iraq.
