It's an interesting thought that they'd actually just retain all 4 QB's. I'm not about to say it's impossible but...hmmmm.
This is another take that's less optimistic about Dobbs making the team.

In truth before we even have a preseason game played we're stuck with almost nothing from which to make substantive speculation.

This was also said. Dobbs is three and Rudolph is TRYING to work his way up.
Um no. NFL rules state that you can take 3 quarterbacks on a 53 man roster.
Rudolph is wearing nigh impenetrable plot armor, you surely know this. Short of outright calamity they (nor any team) is going to cut a QB they just got through drafting at #76 overall.
It basically comes down to this; Big Ben and Rudolph are on the roster. Dobbs is odd man out in a 3 man rotation unless he or Rudolph play so well as to make Jones simply expendable.
You guys must not be following Steelers camp at all. Dobbs has been significantly more impressive than Rudolph according to almost every observer. To a degree that should be expected since he's in his 2nd year and Rudolph is a rookie. But the media has also pointed out that Dobbs clearly has the stronger arm.
Rudolph is less physically talented than Dobbs and he's only 6 months younger. The idea that he has a free pass to the roster while Dobbs has an uphill climb is pure conjecture on your part. Steelers invested a 3rd rounder in him and a 4th rounder in Dobbs. They're basically trying to find a diamond in the rough with both of them being developmental picks. You talk about Rudolph like he's a 1st rounder they have already sunk a lot of money into. He's in the exact same boat as Dobbs. Both guys are cheap and easily replaceable.

If they keep 4 QBs on the payroll it means that Dobbs is on the practice squad.
The Steelers aren't going to put Rudolph in a position to get poached.
