if the TSA is going to start confronting citizens in public spaces they had better be armed
Only you (and Chris Matthews) would see race when someone raises a question about a major expansion in Federal law enforcement.
It's funny how liberals used to distrust the government; particularly the militarization of the government but now they embrace it since it's their guy in charge.
I'm sure it won't be long before they can pull us over on the highway, not just tagging along with state troopers. It sounds like no one knows the extent of their powers.
The problem with T.S.A. stopping and searching people in public places outside the airport is that there are no real legal standards, or probable cause, said Khaliah Barnes, administrative law counsel at the Electronic Privacy Information Center in Washington. Its something that is easily abused because the reason that they are conducting the stops is shrouded in secrecy.
T.S.A. officials respond that the random searches are special needs or administrative searches that are exempt from probable cause because they further the governments need to prevent terrorist attacks.
Have to believe someone, or some purpose, is behind this conspiracy, right?
Would be interesting if you could force the people buying into this nonsense to reveal their true feelings about how and why such things, real or imaginary, occur.

We run an awesome deal at the Philly Eagles stadium. We have a group that dresses in the opposing teams colors/jerseys and actively engages the Eagles fans in lively debates. Once one of the Eagles fans decides to throw something (a punch, bottle etc), uniformed security along with Philly PD jump in and escorts the fan to the jail we have at the stadium. I keep volunteering to get on that crew, but no luck so far.
Point is, I can't imagine TSA doing it any better.

this is a lot of ammo for the TSA when so few of their workers carry guns. Not sure arming them is the best idea either given their serious issues

By doing that contract, are the companies required to set aside that amount of ammo whether or not the gov purchases the full amount? Is this another way of reducing ammo supplies to the public?By looking over the RFP, I noticed that this will be a IDIQ contract, which means that those requirements for each year will rarely be met. Its like an open purchase order to where the Government has set a limit to what they would ever purchase each year. IDIQ contracts are rarely executed to 100% each year. Still a large number of rounds, but I would be surprised if they ever executed the contract to deliver 4,500,000 rounds a year. Each CLIN (probably different types of rounds on each) is only 500,000 rounds max per year.

52.216-19 Order Limitations (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1000 rounds the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor
(1) Any order for a single item in excess of 1,500,000 rounds ;
(2) Any order for a combination of items in excess of 1,500,000 rounds; or
(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 3 days after issuance, with written notice stating the Contractors intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
Also, just because it is "TSA" that has this requirement out on FedBizzOps, dont take that as TSA will be using all of these rounds. TSA falls under the DHS, so it is very likely that DHS is using TSA funds to aquire these rounds not only for TSA, but also other entities under the DHS. Sometimes have to do this because of whatever reason a department will have for not having a contract vehicle to purchase things. We do it all the time
