Why all the ammo purchases from govt agencies?

I can understand that but I guess I have an issue with using a dept with under 4000 armed agents as a vehicle to authorize purchases of 4.5mil rounds/yr. How can we ever track who gets what if it's simply purchases by DHS but using a different pocket?

Its done every day and has always been done that way. There is accountability to who gets what. These IDIQ contracts have a "floating" deliver to schedule and location. Everything will go through TSA as far as initial buy, but other departments that fall under the same umbrella of the DHS can MIPR money and have rounds transferred to them, which is all traceable and accounted for. As long as the SOW or Scope has language in it that allows for this and with these kinds of deals, that language is present.

And also the 4.5M rounds will never be close to fully purchased unless its justified or unless you have a rogue KO. The reason you put the NTE number there way above your actual requirement is so that you dont have to do another contract from scratch and have to renegotiate. It's in the best interest of the Government and taxpayer that you dont put yourself in that corner to where you are renegotiating because you didnt leave any room for additional deliveries. The only amount of money that the Government is on the hook for is for the first range of deliverables 1500 cases for the base year.

Well that and the LOT test rounds and FAT (First Article Testing) rounds.

Reread the Synopsis and it clearly states that this requirement is for all of DHS

The purpose of the attached solicitation/synopsis is to establish a nationwide procurement vehicle for use by all DHS components.

Sounds like you have dealt more in Purchase Orders (contracts). IDIQs are a different animal, but are very useful contracts for requirements that could fluctuate or reduce over time. The only number that is semi-binding for the Government is the base year. All of the options have to be agreed upon unilaterally at the time that option period comes around. I'm actually working on a contract right now that I know a certain number I will have to have for this first FY (base year), but I will put options for other FY in the contract because my requirement could change next year and if you have a great contractor that delivers well and is at best cost, it makes no sense and is not in the best interest of the Gov or taxpayer to renegotiate every year.

yeah I did. We have a separate group at our HQ that deals with our govt stuff but we still got involved with some on a local level
 
How about ceasing the acronyms? I don't have a DICGOVAB handy.

WTF? WTH can't you keep up w/ the Fedbizops lingo about DHS and TSA making ACATs and AARs of same? I mean DHS has an RFB for the BAFO in compliance with the CFR for ammo purchases this FY for CONUS agencies.

They may even QC the PK before it's done.
