I can understand that but I guess I have an issue with using a dept with under 4000 armed agents as a vehicle to authorize purchases of 4.5mil rounds/yr. How can we ever track who gets what if it's simply purchases by DHS but using a different pocket?
Its done every day and has always been done that way. There is accountability to who gets what. These IDIQ contracts have a "floating" deliver to schedule and location. Everything will go through TSA as far as initial buy, but other departments that fall under the same umbrella of the DHS can MIPR money and have rounds transferred to them, which is all traceable and accounted for. As long as the SOW or Scope has language in it that allows for this and with these kinds of deals, that language is present.
