Targeting apartment buildings doesn't have the same economic impact as having your petroleum processing infrastructure destroyed when you have a war economy that is maintained by your ability to process and export fossil fuels.

The Ukraine would have been out of energy years ago if they did, why do you think their grid is only recently been targeted at scale by the Russians? No, that would have not changed the war. The Ukraine continues to this day to buy through third parties Russian energy products in various form.

Fortunately for Ukraine, it's not 600,000 combat troops. You have to remember, Russia's entire logistics system, is literally human-powered. They don't even use fork trucks most of the time, as their munitions and are not packaged in a way that a fork truck can be utilized to move them, and as such pretty much every box has to be moved by hands.
Russia is going to lose the war because they don't have fork lifts. Gold, Jerry, Gold.
