Some are making her out like she's prescient since she can see Russia from her porch, as the joke goes. But, to your point, it was simply a soundbite to grab gullible voters. Despite an easing of tensions during the 90s, Russia as enemy is still fresh enough upon many of our voting minds to play to that fear. It certainly plays to the fears of the voting base to which Palin was attempting to reach. She's no prophet.
