While Indonesia and the Phillippines are admittedly weak, when you add Japan, Taiwan, South Korea, Phillipines, Vietnam, and Indonesia all together (probably in no concerted alliance) you have somewhere around 500-600 million people and enough resources to keep a China threat at bay (not to weaken China, but to keep it at bay).
Yes, China has issues with its neighbors, but I don't see how this would rise to an effective alliance which would effectively stop China from building whatever it wants to build (including a military).

right now the thing that China lacks is fuel, either oil or gas. Now it can import from Russia who is looking for anyone who will buy, but in this scenario China is trying to go independent so they want their own source. Which is exactly why they are claiming South East Pacific Islands/Water 600 miles from their shoreline, most of the islands have vast reserves of oil. so if those nations keep what should be theirs (look at the map) China's Maritime Disputes they cut China off from oil effectively stopping China's bid to independence before it begins. And militarily taking those islands could draw in various nations. (just give the link a good read over and it explains things)
The only reason why China seems to be seeking an alternative economic model at the moment is because it's printed more money than it knows what to do with (I've heard more than the American dollar is in circulation) and needs some outlet for actually using it (it's only worth its initial value if it can be spent). If that system were to be removed, China would go down in a hurry. And a major war would probably result.
China's currency is pegged to the dollar, that's why they have to print more than they know what to do with. The US has printed an insane amount over the last few years. Typically they'd invest their excess yuan in US treasuries, but they now realize that isn't a good investment.
I agree with your last sentence. Unfortunately, the groups that created this mess won't be the ones held accountable. In fact, they'll probably profit from it.
