He had a fairly wide scope. He may have referred a couple of things to other jurisdictions for reasons I don't fully understand. The house may look at a couple of angles Mueller felt were beyond his charge.
Who knows? I think Trump's guilty of something that I would view as impeachable and certainly hope that somebody finds and proves it. If not....que sera sera.

My guideline would be that anybody who leads chants of "lock her up" about their opponent and calls the press the enemy of the people should be investigated from the age of 4 years and 8 months.
We're obviously in the middle of one. A once in 300 year anomaly would mean it happens about 10 times in 3000 years at relatively equal intervals. Not that it happens exactly every 300 years. Statistically, it will probably 321-327 years before we have another president as horrible as Trump.So we haven't had one yet.
