It shouldn't, it's completely different.
The only difference I see is surveillance is passive intrusion, where an investigation is active. Both are extremely dangerous when they can be weaponized against an opponent. For example, you brought up a list of indictments/convictions during this investigation. Most were for lying to the FBI. Guess who else has lied to the FBI/congress during the course of this investigation but hasn't been charged. :whistling:
